These is no a best kind of shaft for everyone! A shaft is suitable for you thus is the best kind for you, but it doesn’t means it suitable for the others.So my meaning is depends on the golf player.Practice is truth!
Depends on the person. I would assume that if you are going to start a golf club making business that you would provide both. If you don’t you’ll be giving people the shaft.
Depends. Drivers, fairway woods and hybrids are generally (but not always) graphite shafts, while irons and wedges are steel. Some of the "seasoned" golfers prefer graphite iron shafts, because it’s generally easier on someone with arthritis in their hands.
Your best bet is to stock up on both, that way someone can test-drive an idea to see if they like it.

1How are you going to start a club making business when you know nothing about shafts? You will need both if you want your business to succeed.
